Does the page contain a decorative only animation element that does not contain the appropriate alt attribute value?
YES:  Follow the empty alt attribute guidelines, then END.
NO:  Proceed.
Does the page contain a text displaying animation element that does not have a duplicate alt attribute value?
YES:  Follow the guidelines for writing related alt attributes, then proceed.
NO:  Proceed.
Does the site contain motions and changes of subject matter that are not accompanied by accurate descriptions?
YES:  Follow the subject matter descriptions guidelines, then proceed.
NO:  Proceed.
Is the alt description longer than one sentence?
YES:  Follow either the LONGDESC tag or the 'D' link guidelines, then END.
NO:  END
